  • Neighbors United Coalition of De Soto, Kansas: Ban petition; concerns re noise, 41 diesel generators, transparency

Notes

Campus scaled back to ~1.5M sq ft (from ~3M sq ft/9 buildings) after a potential operator relationship 'didn't come to fruition' (Enrique Bellido, Digital Realty, KC Star Sep 27). Phase-1 building: 2 stories, 450,000 sq ft (225k/level), 61.5 ft, 30-ft louver screen, 189 parking spaces, 41 diesel backup generators, traffic signal at 103rd & Lexington. TIF plan: ~1,425,000 sq ft across two buildings. Jobs: 99 operating jobs and 500-600 construction workers phase 1 (KC Star); city page cites 250+ permanent/1,000+ peak construction. Data centers are permitted by right in M-1; city says it cannot ban them. City noise-code changes would apply to Digital Realty (no grandfathering). The Oct 1 IRB public hearing on De Soto's calendar is for AA Land DEVCO, LLC (commercial/multifamily, ≤$40M IRBs) — NOT Digital Realty. Oct 1, 2026 agenda (posted Sep 29): Item 4d schedules Digital Realty TIF Project Plan 3 public hearing for Nov 19, 2026 (Res. 2104). Item 4e IRB/tax-abatement hearing is for AA Land DEVCO, LLC (residential duplexes/6-plexes, ≤$40M IRBs, 75% abatement) — NOT Digital Realty. Joint PC/CC work session precedes council (council starts 7:30 PM).
